Since July of 2018, the release month of Chrome version 68, Google has added an additional notification if you are browsing an insecure site, or one without an SSL Certificate.
Google has been pushing site owners to use SSL for the past few years, and they are now making that stance more aggressive by adding an insecure site notification to Chrome making the average website visitor more aware of the fact that the site they are visiting is not using SSL.
